Proposed Selective Licensing Scheme (2020-2025)

Minutes:

The Full Council gave consideration to the report (as set out at pages 1 - 245 of the agenda reports pack)  which asked it to determine whether or not to adopt a Selective Licensing Scheme (2020-2025) (“the Scheme”) for the South Wigston Ward.

 

An amendment was moved by Councillor J Kaufman and seconded by Councillor Mrs L M Broadley, proposing that the Officer recommendation(s) be approved, subject to the inclusion of a payment by instalments option as per the terms set out at paragraphs 9.9 and 9.10 of the report (at page 10).

 

The instalment option would consist of:

 

·      the first half of the application fee to be paid on submission of the licence application;

·      the second half of the application fee to be paid within three months of the date of submission of the licence application; and

·      payment of the enforcement fee to be made upon issue of the licence itself (within three months).

 

Members also specifically requested that in addition to an Annual Statement being presented to Full Council covering the progress of the Scheme during its five-year operation, a standing item should be added to the agenda for future meetings of the Licensing & Regulatory Committee, keeping Members informed with regard to matters such as the implementation of the Scheme, enforcement action taken and measurable outcomes.

 

The amendment was adopted into the substantive recommendation(s), which were then put to the vote and unanimously carried, as amended.

 

UNANIMOUSLY RESOLVED THAT:

 

(i)       The recommendation(s) as set out at paragraph(s) 11 of the report (as set out at pages 10 - 11) be approved, subject to the inclusion of a payment by instalments option as per the terms set out at paragraphs 9.9 and 9.10 of the report (as set out at page 10); and

(ii)     A Selective Licensing Scheme (2020-2025) be approved for the South Wigston Ward.
