UNANIMOUSLY RESOLVED THAT:

 

Councillor Mrs L M Broadley be appointed Chairman for the hearing.

3.

Declarations of Interest

Members are reminded that any declaration of interest should be made having regard to the Members’ Code of Conduct. In particular, Members must make clear the nature of the interest and whether it is 'pecuniary' or ‘non-pecuniary'.

Exclusion of the Press and Public

The press and public are likely to be excluded from the remainder of the meeting in accordance with Section 100(A)(4) of the Local Government Act 1972 (Exempt Information) during consideration of the item(s) below on the grounds that it involves the likely disclosure of exempt information, as defined in the respective paragraph(s) 1 of Part 1 of Schedule 12A of the Act and, in all the circumstances, the public interest in maintaining the exempt item(s) outweighs the public interest in disclosing the information.

By affirmation of the meeting, it was

 

UNANIMOUSLY RESOLVED THAT:

 

The press and public be excluded from the remainder of the meeting in accordance with Section 100(A)(4) of the Local Government Act 1972 (Exempt Information) during consideration of the item(s) below on the grounds that it involved the disclosure of exempt information, as defined in the respective paragraph(s) 1 of Part 1 of Schedule 12A of the Act and, in all the circumstances, the public interest in maintaining the exempt item(s) outweighed the public interest in disclosing the information.

Report for Determination

Determination of the Report of the Monitoring Officer relating to an allegation of a breach of the Code of Conduct by Councillor Ravendra H Thakor.

Minutes:

The Sub-Committee gave consideration to the report as delivered and summarised by the Head of Law & Governance / Monitoring Officer.

 

The External Investigator outlined the findings of the investigation to the Sub-Committee, and Members were given the opportunity to raise any questions regarding the investigator’s report.

 

The Sub-Committee also received advice from the appointed Independent Person.

 

Having considered all of the evidence available, including the Investigator’s findings and the advice received from the Independent Person, the Sub-Committee

 

UNANIMOUSLY RESOLVED THAT:

 

(i)       The findings contained within the external investigator’s report be accepted;

(ii)     Councillor Ravendra H Thakor be censured;

(iii)   The findings of the Determination Sub-Committee be reported to Full Council and published on the Council’s website; and

(iv)    The Leader of the Oadby and Wigston Conservative Group be informed that the Sub-Committee recommend that Councillor Ravendra H Thakor be removed from Committees.
