The Committee gave consideration to the report and appendices (as set out at pages 5 – 56 of the agenda reports pack) which sought approval of the housing enforcement and civil penalty policies.

 

It was moved by Councillor J Kaufman, seconded by the Vice-Chair and

 

UNANIMOUSLY RESOLVED THAT

 

i)            The content of the report be noted;

ii)           The Housing and Licensing Team Enforcement Policy (2026 – 2031) outlined in paragraph 3 and attached at appendix 1 be approved to become effective on 1 May 2026 with items highlighted in red to become operative upon enactment of relevant statutory instruments;

iii)         The Housing Civil Penalty Policy (2026–2031) outlined in paragraph 4 and attached at appendix 2 be approved to become effective on 1 May 2026 with items highlighted in red to become operative upon enactment of relevant statutory instruments; and

iv)         Income generated through the payment of Civil Penalties will be ring fenced for the delivery and improvement of front-line Environmental Health services.

The Committee gave consideration to the report and appendices (as set out at pages 57 – 68 of the agenda reports pack) which provided Members with information regarding the procedures and processes in relation to landlord harassment and thresholds for enforcement of non-tenant like behaviour.

 

It was moved by the Vice-Chair, seconded by Councillor J Kaufman and

 

UNANIMOUSLY RESOLVED THAT

 

i)            The content of the report be noted; and

ii)           The Harassment, Unlawful Eviction & Acceptable Behaviour Policy (2026-2031) outlined in paragraph 5 and attached at Appendix 1 be noted.
