To receive apologies for absence from Members to determine the quorum of the meeting in accordance with Rule 7 of Part 4 of the Constitution.

An apology for absence was received from Councillors Miss A Kaur and C D Kozlowski.

To appoint substitute Members in accordance with Rule 26 of Part 4 of the Constitution and the Substitution Procedure Rules.

Members are reminded that any declaration of interest should be made having regard to the Members’ Code of Conduct. In particular, Members must make clear the nature of the interest and whether it is 'pecuniary' or ‘non-pecuniary'.

Councillor M H Charlesworth declared a non-pecuniary interest with regard to item 7 of the agenda, insofar as he is the proprietor of a licensed catering business within the Borough.

Report of the Senior Environmental Health Officer / COVID-19 Lead

The Committee gave consideration to the report as set out on pages 7 - 13 of the agenda which asked it to note the plan for delivering the food service for the current year.

Report of the Anti-Social Behaviour Officer

The Committee gave consideration to the report as set out on pages 14 – 25 of the agenda which asked it to note the outcome of the public consultation and the evidence supporting the implementation of a proposed Public Space Protection Order (PSPO) to control the possession of nitrous oxide.

The Committee requested that a leaflet be sent to all schools in the Borough explaining the dangers of using nitrous oxide, and also that a letter be written to the Local Government Association (LGA) asking them to lobby government to introduce a minimum age to purchase nitrous oxide.

It was moved by Councillor J Kaufman, seconded by Councillor Mrs H E Loydall

UNANIMOUSLY RESOLVED THAT

(i)                  The content of the report and appendices be noted; and

(ii)                 The draft Public Space Protection Order be recommended to Full Council for approval.

Verbal Update of the Regulatory Services Manager

The Committee gave consideration to the verbal update regarding the Dog Warden contract delivered by the Regulatory Services Manager, alongside the patrolling spreadsheet set out at pages 26-27 of the agenda.
