To receive apologies for absence from Members to determine the quorum of the meeting in accordance with Rule 7 of Part 4 of the Constitution.

An apology for absence was received from Councillor Mrs L M Broadley.

To appoint substitute Members in accordance with Rule 26 of Part 4 of the Constitution and the Substitution Procedure Rules.

None.

Members are reminded that any declaration of interest should be made having regard to the Members’ Code of Conduct. In particular, Members must make clear the nature of the interest and whether it is 'pecuniary' or ‘non-pecuniary'.

Councillor L A Bentley declared a non-pecuniary interest with regard to application no. 19/00285/FUL (15 Saxondale Road, Wigston) insofar as he had been lobbied without influence.

Councillors R E R Morris and Dr I K Ridley declared a non-pecuniary interest with regard to application no. 19/00315/COU (4A Selbury Drive, Oadby) insofar as they had been lobbied without influence.

To read, confirm and sign the minutes of the previous meeting in accordance with Rule 19 of Part 4 of the Constitution.

UNANIMOUSLY RESOLVED THAT:

The minutes of the previous meeting held on 27 June 2019 be taken as read, confirmed and signed (as amended).

Report of the Development Control Manager and Relevant Planning Control Officer(s)

The Committee gave consideration to the report (as set out at pages 6 - 11 of the agenda reports pack) which asked it to determine a planning application for a proposed two-storey rear extension.

An additional letter of representation was said to be have been received which repeated similar points of objection as already summarised within the report.

It was moved by Chair, seconded by Councillor J Kaufman and

UNANIMOUSLY RESOLVED THAT:

The application be GRANTED planning permission in accordance with the submitted documents and plans subject to the prescribed conditions.

Mr M Deacon spoke upon the application as the applicant.

The Committee gave consideration to the report (as set out at pages 12 - 19 of the agenda reports pack) which asked it to determine a planning application for a change of use of a ground floor premises from B8 (Storage or Distribution) to D2 (Assembly and Leisure) for a Martial Arts Studio.

An additional letter of representation from Councillor M H Charlesworth in support of the application was said to be have been received and was read aloud to the Committee.

The Head of the Built Environment spoke upon the application in relation to pertinent policy matters and considerations.

The meeting was adjourned at 08.19 pm.

The meeting was reconvened at 8.26 pm.

RESOLVED THAT:

(i)       The application be GRANTED planning permission in accordance with the submitted documents and plans subject to the prescribed conditions (as amended at (ii) below);

(ii)     A condition be added such that the development permitted, and the conditions attached thereto, be personal to, ran and operated by Mr Mark Deacon of Deacon Martial Arts only and no other person(s).
