Councillors Mrs S Z Haq, J Kaufman and Dr I K Ridley declared a non-pecuniary interest with regard to application no. 19/00156/FUL (Manor High School, Oadby) insofar as they had been lobbied without influence.

 

Councillor Mrs H E Loydall declared a non-pecuniary interest with regard to application no. 19/00151/COU (112 Aylestone Lane, Wigston) insofar as she had been lobbied without influence.

Mrs M Patel spoke upon the application as an objector.

 

Mr U Ruparelia spoke upon the application as an objector.

 

Councillor Mrs Lily Kaufman spoke upon the application as the Ward Councillor.

 

The Committee gave consideration to the report (as set out at pages 16 - 22 of the agenda reports pack) which asked it to determine a planning application for the erection of a dining/multi-use canopy.

 

It was moved by the Councillor R E R Morris, seconded by the Vice-Chair and

 

RESOLVED THAT:

 

(i)       The application be GRANTED planning permission in accordance with the submitted documents and plans subject to the prescribed conditions (as amended at (ii) to (iv) below);

(ii)     Condition 3 be amended such that the development shall only be used by Manor High School during its normal operational times only of 08:00 to 18:00 Monday to Friday with no use outside these hours nor on Saturday, Sunday or Bank Holidays;

(iii)   A condition be added such that prior to the first use of the development, drawings showing the provision of a 2.5m high close boarded fence to be sited along the site boundaries with the rear gardens of 33 Frome Avenue, 34 Frome Avenue and 35 Frome Avenue with details of its subsequent maintenance, be submitted to and approved in writing by the Local Planning Authority and the development be carried out in accordance with the agreed details; and

(iv)    A condition be added such that prior to the first use of the development, details of the maintenance of the development be submitted to and approved in writing by the Local Planning Authority and the development be maintained in accordance with the approved details.

The Committee gave consideration to the report (as set out at pages 23 - 34 of the agenda reports pack) which asked it to determine a planning application for the change of use of a ground floor from residential (Class C3) to Funeral Services (Class A1) and the erection of a single storey rear extension.

 

It was moved by the Chair, seconded by the Vice-Chair and

 

RESOLVED THAT:

 

(i)       The application be GRANTED planning permission in accordance with the submitted documents and plans subject to the prescribed conditions (as amended at (ii) below);

(ii)     A condition be added such that notwithstanding details shown on the dwellings, prior to the first use of the development, drawings and details of a 2m high close boarded fence and associated landscaping (hard and soft) along the south-east and south-west rear boundaries to be submitted to and approved in writing by the Local Planning Authority and be implemented and thereafter retained.
