To receive apologies for absence from Members to determine the quorum of the meeting in accordance with Rule 7 of Part 4 of the Constitution.

An apology for absence was received from Councillors Mrs R Adams, L Darr, Mrs L Eaton JP, D A Gamble, F S Ghattoraya, Mrs S Z Haq, Miss P V Joshi, Miss A Kaur, C D Kozlowski, D W Loydall, R E R Morris, Mrs S B Morris and Dr I K Ridley.

Members are reminded that any declaration of interest should be made having regard to the Members’ Code of Conduct. In particular, Members must make clear the nature of the interest and whether it is 'pecuniary' or ‘non-pecuniary'.

To read, confirm and sign the minutes of the previous meeting in accordance with Rule 19 of Part 4 of the Constitution.

The minutes of the previous meeting held on 04 May 2021 be taken as read, confirmed and signed.

There were no Official Engagements attended by The Mayor and/or Deputy Mayor.

To receive any statement from the Leader of the Council in accordance with Article 2.9.2(ii) of Part 2 of the Constitution.

The Leader of the Council presented a Statement outlining his recent work, the administration’s plans and an overview of recent decisions taken since the previous meeting of the Council.

Report of the Anti-Social Behaviour Officer

The Council gave consideration to the report as set out on pages 8-23 of the agenda, which asked it to approve, on the recommendation of the Licensing & Regulatory Committee, the Public Space Protection Order (Nitrous Oxide) 2021 (as set out at Appendix 1 of the report).

It was requested that a copy of the letter sent to the Local Government Association be published ahead of the next meeting.

It was moved by Councillor Mrs L M Broadley, seconded by Councillor L A Bentley and

RESOLVED THAT:

(i)          The content of the report and appendices be noted;

(ii)         The draft Public Space Protection Order be approved; and

(iii)       Implementation of the Public Space Protection Order be scheduled to take place on the same date as Harborough District Council.

Report of the Monitoring Officer

The Council gave consideration to the report as set out on pages 24-25 of the agenda, which asked it to approve an amendment to the membership of the Development Control Committee.

It was moved by Councillor L A Bentley, seconded by Councillor G A Boulter and

UNANIMOUSLY RESOLVED THAT:

Councillor Dr I K Ridley be appointed as a member of the Development Control Committee in lieu of Councillor D A Gamble.
