Calling to Order of the Meeting

The meeting of the Council will be called to order to receive Her Worship The Mayor and Deputy Mayor.

The meeting of the Council was called to order to receive Her Worship The Mayor and Deputy Mayor.

 

The meeting was led in prayer by the Imam to the Mayor.

 

The Mayor expressed her gratitude to the Imam for his support and assistance throughout the preceding year.

2.

Apologies for Absence

Minutes:

An apology for absence was received from Councillors E R Barr, Mrs L M Broadley, F S Broadley and R E Fahey.

3.

Declarations of Interest

Members are reminded that any declaration of interest should be made having regard to the Members’ Code of Conduct. In particular, Members must make clear the nature of the interest and whether it is 'pecuniary' or ‘non-pecuniary'.

Citizen of the Year 2018/19

To confer the civic recognition of Citizen of the Year for the ensuing municipal year 2018/19.

Minutes:

Councillor G A Boulter proposed that the civic recognition of Citizen of the Year for 2018/19 be conferred upon Mr John Bilson.

 

The Mayor presented Mr Bilson with a silver salver and a floral presentation as a token of gratitude.

Young Citizen of the Year 2018/19

To confer the civic recognition of Young Citizen of the Year for the ensuing municipal year 2018/19.

Minutes:

Councillor R E R Morris proposed that the civic recognition of Young Citizen of the Year for 2018/19 be conferred upon Miss Zainab Vayani.

 

The Mayor presented Miss Vayani with a silver salver, a certificate and a cheque as a token of gratitude.

6.

Address by Her Worship Mrs Samia Z Haq

Minutes:

The Mayor thanked her fellow Councillors, the Council’s Senior Management, the Deputy Mayor, the Mayor’s Secretary and her family for all their support during the past year and reflected on a number of highlights during her term of office. A floral presentation was provided to the Mayor’s Secretary as a token of appreciation.

 

7.

Appreciations

Minutes:

The Leader of the Council, Councillor J W Boyce, led the appreciations for the outgoing Mayor’s term of office, and in particular praised the Mayor’s exceptional fundraising achievements which it was said would make a significant difference to the lives of those connected with Leicester Children’s Hospital.

8.

Election of the Mayor for 2018/19

To elect the Mayor of the Council for the ensuing municipal year 2018/19.

Minutes:

It was moved by Councillor J Kaufman, seconded by Councillor G A Boulter and

 

UNANIMOUSLY RESOLVED THAT:

 

Councillor David M Carter be duly elected to the Office of Mayor for the ensuing municipal year 2018/19.

 

The newly-elected Mayor read aloud the Declaration of Acceptance of Office and duly signed the Register. His Worship the Mayor and his Consort, Mrs Janet H Carter, were invested with their respective Chains and Insignia of Office.

 

The Mayor addressed the meeting, thanking the outgoing Mayor for her excellent work, together with his Proposer and Seconder for their nominations. It was announced that the Alzheimer’s Society would be the Mayor’s nominated charity for the municipal year.

 

The Mayor presented Councillor Mrs S Z Haq with her Past Mayor’s Medallion.

9.

Election of the Deputy Mayor for 2018/19

To elect the Deputy Mayor of the Council for the ensuing municipal year 2018/19.

Minutes:

It was moved by Councillor L A Bentley, seconded by Councillor Mrs S B Morris and

 

UNANIMOUSLY RESOLVED THAT:

 

Councillor Mrs Lynda Eaton JP be duly elected to the Office of Deputy Mayor for the ensuing municipal year 2018/19.

 

The newly-elected Deputy Mayor read aloud the Declaration of Acceptance of Office and duly signed the Register. The Deputy Mayor and her Consort, Councillor Robert F Eaton, were invested with their respective Chains and Insignia of Office.

 

The Deputy Mayor addressed the meeting, thanking her Proposer and Seconder for their nominations.

 

The outgoing Mayor’s Consort and Deputy Mayor’s Consort were presented with floral presentations by the Mayor’s Consort.

10.

Appointment of Office Holders, Council Bodies & Memberships 2018/19

The Council gave consideration to the report as set out on pages 1 – 12 of the agenda, which asked it to approve the appointment of Office Holders and Committees, Boards, Panels, Forums and Working Groups of the Council, together with the Chairs, Vice-Chairs and Members to serve thereon for the ensuing municipal year 2018/19.

 

A minor amendment was tabled to address an omission from the list contained at Appendix C (‘Other bodies to which the Borough Council appoints representatives’) whereby it was confirmed that Councillor Kevin J Loydall JP was the nominated representative to serve on the Leicestershire Safer Communities Strategy Board for the ensuing municipal year 2018/19.

 

It was moved by the Leader of the Council, seconded by the Deputy Leader of the Council and

 

UNANIMOUSLY RESOLVED THAT:

 

(i)       The current political balance of the Council and the proportionality arrangements as a result thereof in terms of eligible Member representation and allocation of seats on Council bodies by political group be noted by Members; and

(ii)     The amended nominated appointments of Office Holders, Committees, Boards, Council Panels, Forums and Working Groups of the Council and the Chairs, Vice-Chairs and Members (including the arrangements for Substitute Members) to serve thereon for the municipal year 2018/19 be approved (as amended).

Report of the Senior Democratic Services Officer / Legal Officer

The Council gave consideration to the report as set out on pages 13 – 31 of the agenda, which asked it to approve and adopt the Schedule of Council and Allied Meetings (“the Schedule”) for the municipal year 2018/19.

 

Members were advised that the following minor amendments were to be made to the Schedule:

 

(a)     The addition of the Civic Carol Service to be held on 12 December 2018 at 6.00pm at Oadby Baptist Church, Leicester Road, Oadby;

(b)     The rescheduling of Wigston Residents’ Forum from 05 September 2018 to 19 September 2018; and

(c)      The rescheduling of Oadby Residents’ Forum from 19 September 2018 to 05 September 2018.

 

The Leader of the Council asked that his appreciation to the Senior Democratic Services Officer / Legal Officer for compiling the Schedule be placed on record.

 

It was moved by the Leader of the Council, seconded by the Leader of the Opposition and

 

UNANIMOUSLY RESOLVED THAT:

 

The Schedule of Council and Allied Meetings for the municipal year

2018/19 as set out in the Appendices be approved and adopted (as amended).

Minutes:

The Mayor invited all those in attendance to accompany him to a Reception following the Annual General Meeting to be held at Parklands Leisure Centre, Oadby.
